Yes it is. 26k is CDL weight and that can be either actual weight or just the GVWR of the prime mover and trailer combined. They can also use actual weight and GVWR mix and match to fuck you over. The only exceptions are RVs and farm plates. Otherwise over 26k requires CDL.
